What route does Leonora take?

The most obvious approach is to seek help from a major power - if these worlds were absorbed into a larger state, such as the Rasalhague Republic or the Federated Commonwealth, they would enjoy the protections and resources on offer, but such benefits always come at a price.

It is possible that local kingdoms could be bargained with - an alliance of multiple powers could bring the rest into line through force of arms, provided no outside forces intervened... but the path would be bloody and long.

Isolation might prevail - avoiding notice might allow a status quo in which, while little is gained, little is lost. Consolidation without risk does have benefits.

Rasalhague obtained recognition via Comstar... perhaps this periphery alliance might do the same - offer Comstar access to any lost communication or technological sites, request they install HPGs and promise to cooperate with them in maintaining order, and perhaps that same sway that created Rasalhague might come into play here.

Leonora will seek to bargain with local powers, using diplomacy where she can, and force where she cannot - whatever necessary to secure her realm.
