He stepped toward the fence, and several things happened in quick succession.
First, gunshots rang out from the darkness, hitting the soldier and pitching him backward with a surprised grunt.
Second, someone, it was hard to see who, rose from behind some crates and began sprinting toward the perimeter fence.
Third, a vehicle, outside the fence, roared to life.

Stage 2: Stop them!
The situation has grown more complicated. There are now two rounds for the present characters to attempt to act and address the situation, and there are several actions that need to happen. Worse, during any turn that a character is standing (performing a non-'Take Cover' action) they risk being hit by gunfire from outside the fence.
The Teenager: Though he is losing consciousness, he's still trying to rise, which could cause him to exacerbate his injuries. At some point, a character needs to spend a full round securing him, or convince him to lie still as a free action with a negotiation/Awareness check at TN 20. If this does not happen, his attempts to rise will trigger massive hemorrhaging and he will bleed out.
The Soldier: Has just been shot - it will require a round to check his condition and determine if he is wounded, he is currently not moving.
The Runner: An unknown individual is running to the fence, with covering fire from someone outside - he's too far to catch. This means he either has to be brought down another way or allowed to escape.
Take Cover: It's raining lead, taking cover for a round protects the character from any risk of injury.
